Jayson Davis was elected to the board in March of 2019. Jayson has row crop and cattle operations on his farms. Along with Jayson he has his wife and 2 young sons helping him.
Brett Rains was elected to the board in March of 2019 and operates a cow/calf farm near Iconium with his family.
Harold Catt lives North of Lowry City. Harold is very active with crop farming and also cow/calf operation
Tadd Barnett was appointed to the board in June of 2014 and elected in 2017. Tadd operates a cow/calf farm and also owns a well pump service.
Patrick is our MU Extension representative. Patrick works out of the Stockton Extension Office and has served on the board a few years ago and is on our board again. He is a Livestock Specialist.

Let it be known that the St. Clair County Soil and Water Conservation District will hold an election for one supervisor in each of two different territories in the County. Area 2 included Townships Butler, Chalk, Center and Osceola and Area 4 included Townships Speedwell, Roscoe and Doyal. The elections will take place from February 1, 2022 through February 20, 2022. Ballots are available to print online at https://mosoilandwater.land/st.clair Printed ballots may be returned to the district by mail and must be postmarked no later than February 20, 2022. You may also vote in person from 8:00 am to 3:30 p.m. at the St. Clair County Soil and Water Conservation District, 3835 NE Hwy 13, Osceola, Mo or from 6:00 p.m. to 8:00 p.m. at the Annual Meeting held at the Osceola Assembly of God Church, Hwy 13 Osceola, MO February 17, 2022. Each eligible land representative in the district is allowed one vote. A land representative is defined as the owner or representative authorized by power of attorney of any farm lying within an area proposed to be established and subsequently established, as a soil and water conservation district under Chapter278, RSMo. Each farm is entitled to representation by a land representative; provided, however that the land representative is a taxpayer of the county within which the Soil and Water district is located.
The following qualified candidates will be considered for election:
Area 2 Harold Catt – Butler, Chalk, Center and Osceola Townships
Area 4 Tadd Barnett – Roscoe, Speedwell, and Doyal Townships
Supervisors manage the administration of district policies and programs, as well as district personnel and funds. The district is supported by the one-tenth-of- one-percent parks, soils and water sales tax.
